TURKMENISTAN'S PERMANENT NEUTRALITY POLICYIS THE BASIS OF INTERNATIONAL COOPERATION IN THE STUDY OF CULTURAL HERITAGE.

I n the prosperous period of our sovereign state, the permanent neutrality of our country is a guarantee of the peaceful life of the Turkmen people and has entered our history forever. As it is known, Turkmenistan was granted permanent neutrality on December 12, 1995, under a special Decree 50/80A adopted by the United Nations General Assembly. Our Permanent Neutrality, recognized by the world community, has further enhanced Turkmenistan's international prestige as a state that promotes good neighborliness, peace-loving, mutually beneficial and equitable cooperation with countries and peoples of the world, and adheres to its international obligations.

Since that day, our country has maintained a new record in its history and achieved great success in domestic and foreign policy. The state of neutrality in our state is stated in our Basic Law (Article 2 of the Constitution) were also strengthened, and in this regard the principles of neutrality became the principle of our national law. A number of documents have also been adopted, which form the basis of the international legal basis for the permanent neutrality of our country, respecting the culture, traditions and values of other peoples, based on our own traditions and values of goodwill and mutual respect. For example, the Foreign Policy Program of Turkmenistan as a Neutral State on December 27, 1995, and the Foreign Policy of Turkmenistan on December 29, 1999 based on the principles of Permanent Neutrality, Peace-loving, Good Neighborliness and Democracy of the 21st Century. According to these documents, within the framework of the multifaceted international cooperation of our country, it is possible to establish mutually beneficial relations with other countries, to cooperate in the field of mutual enrichment and rapprochement of cultures, to study heritage and to spread the world. Turkmenistan's Foreign Policy Program as a Neutral State confirms Turkmenistan's international obligations in the long run, defines the main directions of its relations with foreign countries and international organizations, the political, economic and humanitarian aspects of its implementation.
