THE ROLE OF NEUTRAL TURKMENISTAN IN ENSURING REGIONAL ENERGY SECURITY.

Permanent Neutrality of Turkmenistan is the base of its domestic and foreign policies. In the Article 9 of the Constitution of Turkmenistan mentioned that Turkmenistan has a full-fledged entity of the world community and adheres to the principles of permanent neutrality in foreign policy, non-interference to the internal affairs of other countries, refusing to use force and participating in military alliances or associations, promotion the development of friendly and mutually beneficial relations. Several bilateral documents (agreements, statements and declarations) which were our country with other countries made in international and law levels show as a legal basis of recognition of permanent neutrality policy.

Thus, from the very beginning of the independence of Turkmenistan implementing recognition positive neutrality foreign policy by the UN was first practice in one of the institutes of a history of neutrality which was examined in international relations. During the 25 years of Neutrality it was also held vital activities for the implementation of possibilities of oil and gas complex of our country. In this regard for ensuring energy security in national, regional and international levels main priority has been given to the creation of the necessary mechanisms.

When Turkmenistan made its aspects in issues for ensuring global security it takes direction without of regional, continental and global securities can't be ensured security of a country. As we know, one of the main contents of the global security is an energy security. In this issue Turkmenistan's view is reflected as a main goal of the world policy. In the world policy for energy security one of the main factors of international peace, peace of mind and sustainability takes an important role. However, in the energy space of the world of mutual relations are intending the foundation of a fundamentally new model, supplying strengthen of global development, making solutions for multilateral agreements as a main factor of energy security becomes of special importance defined by the President of Turkmenistan Gurbanguly Berdimuhamedov.

As a main base of this model the President of Turkmenistan sets out the principles on which it is based on energy suppliers, transit providers and consumers to the coherence and harmony of their interests, ability coming to a single conclusion of world community for their further transition routes.
