Service structure, time scale and other facilities demanded for the Computer Operators and Data Entry Operators.

SUKKUR -- It has been observed that many applications are forwarded to Chief Minister Sindh to get a way out for service structure, times scale or up-gradation for the post of CO/DEO Sindh Government. The un-obliging attitude or result by Government of Sindh for those applications are listed below up-gradation is barred from Supreme Court, where individual up gradation or promotion is barred but up gradation or promotion of any post in general is allowed according to Honorable Supreme Court of Pakistan Judgment in Civil Review petition No. 193/2013 Forwarded to SGA to amend the recruitment rules for future provision of promotion of COs/DEOs and provide the promotions through Departmental Promotion Committee which was never happened and COs/DEOs are remained isolated since these posts were created.

Ultimately, a fruitful journey started by the application of Zubair Ahmed Soomro, the representative of Information Technology Employees' Association (ITEA) Sindh and on the directives of honorable Chief Minister Sindh file was put up on dated 8/12/2018 and sent to the Finance Department. The application states that the Finance Department again violated the demand of up-gradation which has been already upgraded in other provinces and done same practice and made the recruitment rule amendment summary and Chief Minister Sindh approved it sent the matter to SGA CD once again.

It was said by Engineer Asadullah Memon while talking to this scribe and further said that Finance Department considered that application and made another summary in which Finance Department given following reasons in favor of up gradation of COs/DEOs Punjab and KPK Governments have already upgraded the posts relating to IT cadre vide Punjab Government Notification NO.FD.PC-4043/2017(E), dated:14/12/2018 and KPK Government Notification No.KC /Finance Department/SO(FR)/7-3/2015-16 dated:29/07/2016 given analogy of different up-gradation given by Sindh Government like Sub inspector from BS-09 to BS-11, Inspector from BPS-11 to BPS-16, Junior Clerks, Senior Clerks Assistants Stenographer and Superintendents.

Further, the time scales also been granted to various isolated posts but Computer Operators are never included for time scale from any department. Where Punjab Government prescribed Qualification Experience in up gradation/re-designation and KPK has upgraded/re-designated all COs/DPOs to Computer Operator BPS 16.
