POLICY OF NEUTRALITY AND INTERNATIONAL COOPERATION IN THE FIELD OF SCIENCE AND EDUCATION.

I n the prosperous epoch of the powerful state under the wise leadership of our Esteemed President Gurbanguly Berdimuhamedov, foreign policy of our country directed to peace-loving principles, good neighborliness and development of political, economic, cultural and humanitarian ties triumphs. The main condition for the successful implementation of this policy is the granting of the status of permanent neutrality to Turkmenistan in 1995 by the member states of the United Nations.

Positive neutrality principles define the main directions of the foreign policy of our independent country and contribute to the successful and fruitful implementation of the work carried out to maintain political stability, develop friendly relations and promote fruitful international dialogue. The policy of neutrality is of great importance in the pursuit of peace and global security and solving the world's most pressing problems only through political and diplomatic means.

It is the firm political and legal foundation of establishing and developing diplomatic relations and strengthening the cooperation with international organizations. The 69th session of the General Assembly officially reaffirmed its support for the "Resolution on the Permanent Neutrality of Turkmenistan". In the roots of this historical document, there are humanitarian principles of Turkmen people such as relations of good neighborliness, commitment and respect to friendship that have been mastered through centuries old history. As our Honourable President states, "The development and strengthening of legal status of our state's Neutrality as a viable way of ensuring security have increased the level of political trust of the world community to Turkmenistan."

The United Nations Resolution on Permanent Neutrality of Turkmenistan, adopted on June 3, 2015, also resolves the Government of Turkmenistan to declare 2015 the Year of Neutrality and Peace, as well as to hold an international conference "The policy of neutrality: international cooperation for the benefit of peace and development". This serves as the proof of the fact that the efforts of our Esteemed President are fully supported by UN. Turkmenistan is the only country recognized and supported by all members of this authoritative international organization.

The legal status of permanent neutrality of Turkmenistan has had a great impact on strengthening the independence of our state. Neutrality has become a force determining the domestic and foreign policy of our country and uniting Turkmen society. The UN General Assembly Resolution "Permanent Neutrality of Turkmenistan" was the beginning of a new era in the history of permanent Neutral Turkmenistan. This Resolution does not only justify the paramount role of legal status of permanent Neutrality of Turkmenistan in the maintenance of peace and global security in the region, but raises its prestige as a country serving for global peace and security.

A new political tool to ensure world peace and security has been developed in the prudent policy of our national Leader. It entered world history under the title "Peace through Growth" as a great achievement of Turkmen diplomacy. The fact all sectors of the economy are nurtured by more scientifically sound, more comprehensive, forward-looking and effective reforms has created favorable conditions for the rapid integration of our country into the world economy, as well as the growth of international prestige. Based on the status of Neutrality, Turkmenistan proposes universal interests in strengthening security and peace in Central Asia and the Caspian Sea region, and in developing mutually beneficial cooperation with the countries of the world.
