No headway in plots allotment scam probe.

ISLAMABAD -- The Capital Development Authority (CDA) has failed to make any headway in a mega corruption case related to allotment of around 300 residential plots with backdated signatures.

The CDA high-ups had launched an inquiry into the scam on a report prepared by its own security directorate in September last year.

However, after formation of an inquiry committee no serious effort was made to unearth the racket who allegedly allotted the plots with backdated signatures and in some cases even on the basis of forged documents.

In 2017, the CDA had made a policy under which plots will be allotted to people whose land had been acquired by the CDA and who were supposed to get plots in residential sectors only through balloting.

Sources said the step taken by the then CDA management made some elements in the civic agency upset as they used to allot plots on a pick and choose basis to mint money.

The sources said in 2017 when the new policy was introduced and a ban imposed on making allotment on pick and choose basis, the racket in the CDA started making allotments with backdated signatures.

Meanwhile, the sources said since the process of allotment with backdates was kept secret, many plots were allegedly allotted on the basis of forged documents.

The sources said some CDA officials also issued many No Demand Certificates (NDC) to help people get plots on alleged fake documents.

Officials said when the ban was imposed in 2017, the civic agency in its record had over 300 vacant plots for affected people in various sectors such as I-11,I-12 and I-14.
