NEW DELHI -- His Excellency the Viceroy, Viscount Mountbatten before departing for Simla today [June 13] for a brief stay had a further meeting with the seven Indian leaders at Viceroy's House... . ...A Government communique issued [later] says that the principal topics of discussion were:

(1) The arrangements which should be made to ensure continuity of liaison with the Indian States and to avoid administrative disorganisation when paramountcy lapses;

(2) The setting up of Boundary Commissions for the Punjab, Bengal and Sylhet;

(3) The setting up of a tribunal when the time comes, which will have the duty of final arbitration in such cases relating to partition as may be referred to them in the event of a difference of opinion between parties.
