Education secretary among others face contempt charges.

HYDERABAD -- The Sindh High Court Hyderabad circuit bench on Tuesday directed education and literacy department secretary Ahsan Mangi, education works chief engineer Nizamuddin Shaikh and Sindh Public Service Commission (SPSC) deputy controller examinations Noor Mohammad Dars to appear in court on March 3 in contempt of court charges.

A division bench comprising Justice Mohammad Shafi Siddiqui and Mohammad Faisal Kamal passed the order while hearing a contempt plea filed by Ishrat Lohar advocate with regard to various identical petitions involving the education and literacy department.

The order was passed mainly on a miscellaneous application filed by Shabbir Ahmed Sheikh for violation of March 7, 2019, order passed in his petition (138/2019) by the court.

His counsel argued that the petitioners had filed petitions on Jan 16, 2019, asking the court for promotion of the petitioners for the post of assistant engineer (BS-17) in view of their eligibility in the light of minutes of meeting of the department held on March 7, 2017 and suspension of an advertisement dated Nov 18, 2018.

The court had passed orders on March 7, 2019, directing the respondents to consider the case of the petitioners for promotion to the next position as per relevant rules accordingly, but the respondents did not comply with abovementioned order and with due deliberations.

He said there were 63 posts were available across Sindh. He stated that after the March 7 order, there were only four sub-engineers who were promoted, adding that the petitioners approached the respondents for order's compliance.
