SINCE 1982, the Federal Public Service Commission has inducted armed forces officers every year into the civil services on the basis of a quota reserved for them in the civil services.

This practice was begun on the directives of military dictator Gen Ziaul Haq whose regime came to an end in August 1988 but the practice continues. This prevailing practice is an injustice to Pakistan's youth who work hard to appear in the competitiion.

The civil superior services examination is held every year and is the country's most prestigious competition. Candidates who sit the exam toil for years...
