Theoretical and applicationoriented Soft Power theory put forward by Joseph Nye has found a very important place in the international arena and is applying in a wide range. In short, it is applying for using international policies along with cultural elements as a foreign policy tool. In fact, it came creating a new and peaceful perception kneaded by the ancient imperialist idea. But there is a special criticized situation here. Soft Power system is the intervention material of the strong country. In other words, economic power can affect Soft Power trends.

If countries with low economic indicators want to develop dialogue with strong countries in this field are crushed in a harsh competitive environment and have to compromise their own cultural values. Culture is literally a set of values such as lifestyles, languages, beliefs, historical monuments, myths, geographies, and communication paths. In particular, communication coincides with human movements and human movement means tourism.

Tourism is the strongest type of diplomacy, as it makes people communicate directly with each other. In all periods of history, cultural activities have played a primary role in the positive and negative formation of interpersonal and interstate relations. The cultural differences in economic, political and psychological dimensions have had a direct impact on the starting and ending of wars and establishing the peace environment also will continue to influence in the future.

The current century is full of issues affecting people, such as civil wars, terrorism, misery, and especially the struggle to have energy resources initiated after 1990. However, the pandemic, unexpectedly turned into a deadly threat not comparable with all the previous threats affecting all the developed and developing countries ineptly. In a wide geography, cultural diplomacy covering three continents stretching from Afghanistan to Libya has suddenly been disrupted because the most important part of cultural diplomacy tourism diplomacy. The fact that the tourism movements have collapsed globally, has caused all countries around the world to suffer economic crisis.
