Notices issued over delay in construction of girls' college.

PESHAWAR -- The Peshawar High Court has sought comments from the secretaries of the higher education and planning and development departments on a petition against the failure to build a girls degree college in Domail area of Bannu district despite the project's inclusion in the 2012-13 Annual Development Programme.

A bench consisting of Justice Lal Jan Khattak and Justice Ibrahim Khan issued the order after holding a preliminary hearing into the petition jointly filed by PPP parliamentary leader in Khyber Pakhtunkhwa Assembly Sher Azam Wazir and his son and former MPA, Fakhr Azam Wazir.

The petitioners requested the court to issue directives to the provincial government to execute that ADP project complaining that despite the passage of six years, the government hadn't released funds for it.

Pir Hameedullah Shah, lawyer for the petitioners, said in the 2012-13 budget, an ADP scheme was approved for the construction of a girls degree college in Speena Tanghai area of Domail.

He added that for the project, land had been acquired but the government hadn't provided funds for the start of work.

The lawyer said girls of the area had to quit studies as they didn't have a college.

He said the high court had already declared in several judgments that once a scheme was included in the ADP, it couldn't be removed arbitrarily and the issue had to be tabled before the provincial cabinet and also placed before the assembly.
