THE foreign minister has said that the 18th amendment has to be visited; Bilawal Bhutto-Zardari has vowed every political force to protect the 18th amendment and Maulana Fazlur Rahman has followed suit. Do they know what the 18th amendment is?

It has touched every clause of the 1973 Constitution, making it unrecognisable from the original. To top it all, it summarily withdraws the concurrent list, which defined the subjects to be handled by the province as well the federation. Subjects like tourism, culture, education, health, etc., were those that gave a sense of belonging between the federating units and the federation.
